Lorina Tester

Director, Legal Immigration Program/Senior Attorney, Holy Cross Ministries

Lorina Tester is a mission-focused legal advisor and attorney with expertise in U.S. immigration policy and procedure. She currently serves as the director of the Legal Immigration Program at Holy Cross Ministries (HCM), a nonprofit organization that provides wraparound services in health, education, and justice.


Lorina earned her bachelor’s from Hunter College, CUNY, and her law degree from New York Law School. For more than 20 years, Lorina has provided legal expertise to universities, medical schools, multinational corporations, entrepreneurs, performing artists, and nonprofit organizations. She is licensed to practice federal immigration law in the United States and represent immigrants from around the globe.


In 2020, Lorina joined HCM to oversee a team of accredited representatives and attorneys who deliver direct legal services in support of humanitarian visa matters, family reunification, employment authorization, and citizenship/naturalization. She also collaborates with numerous community partners to provide affordable legal services, education, and advocacy for Utah’s immigrant population.
